Gregg Welch serves as Senior Vice President of Strategy, Growth and Business Development for Parsons Corporation’s Europe, Middle East, and Africa business unit, leading commercial strategy and growth initiatives across complex infrastructure, federal services, and development markets. A publicly traded American company with decades of operational presence across the Gulf, Parsons supports critical infrastructure, mobility, urban development, national security, and resilience initiatives throughout the region.
For more than 30 years, Gregg has built and led businesses across North America, the Middle East, Europe, and other international markets, working alongside government agencies, institutional stakeholders, and private-sector partners and investors to advance long-term development objectives. His leadership approach has consistently centered on building durable partnerships grounded in trust, local understanding, and shared economic value.
In prior leadership roles with Parsons, Gregg served as Senior Vice President and Market Leader for the company’s Middle East and Africa Built Environment business, where he supported strategic engagements with UAE entities across infrastructure, mobility, and development initiatives while helping expand Parsons’ regional presence. He also led Parsons’ Federal Services Infrastructure and Planning group, overseeing enterprise relationships with U.S. federal clients worldwide across program management, planning, asset management, design, and construction services.
Beyond his corporate responsibilities, Gregg is an active member of various industry associations, bringing experience in governance and complex stakeholder alignment. Based in Abu Dhabi, he contributes to industry and bilateral business dialogue on infrastructure investment, economic development, and cross-border collaboration.
As US–UAE cooperation continues expanding across infrastructure, investment, advanced technology, and long-term economic development, Gregg brings experience operating at the intersection of public-sector priorities, private-sector execution, and national resilience.
