Candidate’s Bio

Charlie Miller is a senior advisor at A.T. Kearney Middle East Ltd in Abu Dhabi, where he has counseled senior UAE and regional defense and government leaders on geopolitical strategy and organizational transformation since January 2025. A resident of the UAE, he is committed to strengthening the U.S.–UAE commercial and strategic partnership that anchors the bilateral relationship.

A retired U.S. Army major general, Charlie led multiple strategy and policy organizations, served on the National Security Council staff, graduated from and taught at West Point, earned a Ph.D. in political science from Columbia University, and was a senior fellow at Stanford University. He is a people-centered leader who builds teams that deliver coherent strategy, clear communication, and organizational effectiveness.

Over a 34-year Army career, Charlie worked closely with senior leaders across the Executive Office of the President, Department of Defense, Department of State, U.S. intelligence community, and allied governments — including extensive engagement with Gulf partners. His assignments spanned Washington, D.C. and three regions: Europe, Latin America, and the Middle East.

As a general officer, he directed strategy, plans, and policy for the Army at the Pentagon (2022–24); for U.S. European Command in Germany (2020–22), including throughout Russia’s invasion of Ukraine; for the Joint Staff (2019–20), where he led the transition team for the incoming Chairman of the Joint Chiefs of Staff; and as deputy director for plans at U.S. Central Command (2017–19), where he helped lead the Defeat-ISIS and Maximum Pressure on Iran campaigns from Tampa and forward in theater.

He brings to the Chamber operational leadership, practitioner-level policy fluency, deep regional experience, and top-tier academic credentials.
