Dr. Shannon Dolan, a career member of the Senior Foreign Service, arrived as the Chargé d’Affaires ad interim to the U.S. Mission in the United Arab Emirates on May 29, 2026. Before arriving, she served as Acting Deputy Chief of Mission and as the Minister Counselor for Management Affairs in the Kingdom of Saudi Arabia.
Previously, as the U.S. Director of the Program of Technical Cooperation, she led a team of interagency partners to develop and implement programs to bolster public and tourism security, protect critical infrastructure, and counter terrorism in support of U.S national security goals.
She previously worked in Armenia, Kosovo, Albania, Georgia, North Macedonia, and multiple tours in the Philippines. Before joining the State Department, she was a corporate regional manager and was a social psychology research assistant. She earned a PhD in Organizational Psychology, MA in Social Psychology, and MS in Political Science and served as an academic reviewer for a leading peer-reviewed public administration academic journal. She is the recipient of several Superior and Meritorious Honor Awards from the Department of State.
