Her Excellency Dr. Noura Al Ghaithi is the Undersecretary of the Department of Health – Abu Dhabi (DoH), where she plays a strategic role in the development of the Emirate’s healthcare sector through overseeing its strategy and continuously developing priority areas outlining future goals. 

Dr. Al Ghaithi’s role is focused on ensuring the Department’s ongoing alignment with the Emirate’s strategic direction towards the continuous improvement of the healthcare system in accordance with international standards and best practices. In addition to enabling research and innovation in life sciences, employing the latest revolutionary breakthroughs such as Artificial Intelligence (AI) and big data in healthcare as well as leading initiatives and programmes focused on developing workforce capabilities and Emiratision. Furthermore, HE oversees the development of the Emirate’s various models of care to purposefully enhance the efficiency and quality of healthcare services across Abu Dhabi. 

The Undersecretary works alongside the wider team at the Department and relevant partners across the sector to elevate sustainability efforts and improve operational processes to achieve the sector’s sustainability goals set by DoH. As part of her duties, Dr. Noura overlooks the Emirate’s emergency preparedness response framework to address and effectively respond to crises. 

Over the past years, HE held several leading positions at renowned healthcare bodies in the Emirate including Ambulatory Healthcare Services and Yas Clinic Group, contributing to the enhancement of operations to provide distinguished healthcare to residents in the UAE. 

Dr. Al Ghaithi firmly believes in the importance of applying technology to improve patient care and ensure access for all community members. HE has consistently demonstrated exceptional leadership skills in managing change and introducing new practices that deliver measurable outcomes. She has accumulated exceptional skills in driving strategic planning, hospital administration, medical affairs and the delivery of world-class healthcare services.

As a visionary and motivated healthcare leader, Dr. Al Ghaithi has won several awards recognizing her work in the healthcare industry, including the Healthcare Facilities Sustainability Diamond Award by Arab Hospitals Federation and the Women Leaders Award by Harvard Business Council. 

Her Excellency is a member in the Abu Dhabi Well-being Committee and Climate Change Strategy in Abu Dhabi, member in the Board of Trustees for the Family Care Authority as well as Board Member in the Abu Dhabi Quality and Conformity Council. 

Dr. Al Ghaithi completed her Bachelor of Medicine and Bachelor of Surgery (MBBS) from the UAE University in 2006. She’s a consultant physician, holding the Arab Board’s certification in Family Medicine. Further, she obtained a Master’s Degree in Quality and Healthcare Safety in Healthcare Management from the Royal College of Surgeons Ireland and holds the American Board’s certification in Healthcare Quality. She has also participated in several key training programmes such as the Leadership Development Executive Program.
